Abstract


The policy of excellent engineers education training plan is an important reform of higher engineering education in China. In order to ensure the smooth implementation of the policy, People do a lot of active exploration and practice, and achieved phasic results.But at the same time, there are still a lot of problems in policy implementation. To promote the smooth implementation of the policy, we must solve the problems in policy implementation. So author executed from the policy point of view, applying the theory of stakeholders, undertake a study on the problems in policy implementation.First of all, around the topic, study on delimitation of policy execution of "excellent engineers education training plan". Set out from three aspects. Describes the concepts involved of the policy:policy implementation of education, excellent engineers education training plan policy and the main content of the policy implementation of the plan; Describes the content of stakeholder theory, including its concept, the division method and practice; Analyzed the stakeholders in the policy implementation of the plan.Secend, analysis the interest problem in the policy implementation of the plan.School stand, from both inside and outside the school, describes the interest pattern status in the policy implementation of the plan, interests confusion and analysis of the causes of interests confusion.Finally,according the interest issues of the various stakeholders in the policy implementation,the author from both inside and outside the school,proposes the corresponding countermeasures.To provide a reference for the effective implementation of the plan.
