In the period of Warlords Government in Qingdao, it is a particular stage of the history.During the period,the study of philanthropy in Qingdao”or a deep plowing has just opened up and expanded to be reclaimed wasteland.”This article attempts to Qingdao during the period 1922-1929 the survival of charitable status,characteristics of the times and its social function to do a systematic study.In a wide range of materials have been collected under the premise of the micro-start,from a regional perspective,to 1922-1929 years of Qingdao as the center,the use of history,sociology,theory and methods,the objective sought to study the structure of social charity of Qingdao,the charity internal management,charitable reward and punishment,sources of funding and distribution of charitable,charity event,and so on.Besides the exordium,this paper includes five chapters.In the first chapter, it reveals the historical background and social background of Qingdao’s philanthropy during Warlords Government.This chapter discusses that after the German occupation period, the first Japanese occupation period,and Qingdao regression,these problems like the development of economy, personnel structure, lots of immigration appearance,charity rise,and so on,constitute social background of Qingdao’s philanthropy in this period.In the second chapter,the official philanthropy in the period of Warlords Government. China has a long history of charity,each generation toward the rulers adopted a series of measures to rescue the charity, the northern warlord government during the reign of Qingdao is no exception.This chapter describes the detailed German-occupied authorities glue of relief’s agencies organizational structure, internal management, rules and regulations,relief,and so on. According to the specific events from the archives,to analyse the effect of official relief agencies in the implementation charity relief in the period. This chapter describes the effect of folk charities internal operation in this period in Qingdao.In the fourth chapter, it reveals the historical background and social background of Qingdao’s philanthropy during Warlords Government. Since 1898 Qingdao port open,only using very short time,Qingdao port from a not known, closed small village have become a more influential trade port both at home and abroad. Qingdao regression provides the opportunities of economic development, cultural development,social development,and other aspects development,also makes Qingdao charity begin to prosper.And this period of charity show prominent features. For example,official charity revival, charity relief area enlargement, charity resources widely,etc.In the fifth chapter, it discusses Qingdao’s charity relief including breeding,education and social control, play social function and for the development of today charity and the construction of harmonious society provided the beneficial enlightenment in the period of Warlords Government.
