Abstract


The electronic supervision system of administrative efficiency is the special and the top of the large number of e-government systems. The system breaks the original decentralized,fragmented sectors,developing a new implementation supervision model, which makes Previous difficult operation work with fair,justice and open. It is a innovation of efficiency supervision for the Information Technical Environment. That will be great helpful for accelerating the reform of the administrative system , boosting e-government development,promoting establishment of transparent-efficient,service-oriented sunshine government .Based on the practical application of electronic supervision system in Jiangmen Administrative Service Center as an example,this paper uses qualitative and quantitative analysis methods,adopts interviews research,data collection,and describes the effectiveness of Jiangmen Electronic Supervision System Platform in details. Five functions of the system is explained fully on this study,which are Real-time Supervision,Pre-warming & Correction,Performance Valuation,Information Services and Assistance Decision-making. Through one year operation information of the system effectiveness analysis, it highlights the feasibility of the system to be as the innovation of administrative supervision, which was reflected by its innovation as a new supervision method, improving administrative efficiency, promoting openness of government affairs, changing the role of the civil service, make performance appraisal process more scientific and administrative cost savings. The conclusions of this research are: electronic supervision of administrative efficiency has comparative cost-benefit advantage and prospects for the future development of electronic supervision trends in Jiangmen: achieving public supervision, unifying operation standards, improving the performance appraisal system, developing the advantages of e-government and attach importance to the supervision by public opinion.
