Trough the rapid development of reform and opening up, to the nineties of the last century China’s vocational education faced the serious problem of inadequate investment and resource wasting. To break the bottleneck, learn experience from the development of vocational education at home and abroad, began to build Vocational Education Group to resolve the problems faced by the vocational education. Throughout the decades construction of the status quod of China’s Vocational Education Group, its development is not an effective solution to the problem of the lack of vocational education resources and duplication of investment. In order to explore the many problems restricting the construction of Vocational Education Group, to promote the healthy development of the Vocational Education Group, this paper choices three of Vocational Education Groups of Shaanxi Province for the study. sociology as a starting point, sociology Community theory as the theoretical basis for research investigate and interviews as the main research methods. The paper has a in-depth discussions on the theoretical basis, development practice and its development strategies of the three of Shaanxi Vocational Education Group.In this study, including the following sections:Chapter1:Introduction. In the Introduction section,the paper introduces the basic situation of topics, including the reason of the topic, research purpose, significance, research ideas, research methods, innovation of research and insufficient. After more than20years of development, Vocational Education Group already has a large scale, but there are still a lot of problems. On the basis of extensive literature and practical experience of the author in the study, we selected three of Shaanxi Vocational Education Group as Subjects. And the methods is interview and questionnaire,on the basis of a full investigation, research ideas and processes are determined.Chapter2:Community theory and the definition of the concept of vocational education group. This article summarizes the meaning of this social form of the Community and elaborated the definition of the Community industry on the basis of the theory of Community. On this basis, the normative definition of the Vocational Education Group have been given. Vocational Education Group In order to industry As the basic scope. vocational education institutions in the industry, training institutions, industry associations, business have a organic combination, member functions clear, division of labor clear, by agreement, equity participation and other forms of assets and resources integration with the industry community in the common pursuit of value and ethics.Chapter3:The natural state of vocational education Group based on theory of Community. Its based on the theory of the Community, Vocational Education Group shall comply with the following general principles: Vocational Education Group needs to have authority. Vocational Education Group industry. Vocational Education Group internal unity. The organic unity of the Vocational Education Group.Vocational Education Group shared. Vocational Education Group each member of the interests of fairness. Vocational Education Group division of labor and endogenous.Chapter4:The investigation and Analysis of development of three Shaanxi Vocational Education Group. The chapter is based on first-hand the reality material collected from questionnaires and interviews of the three Vocational Education Group, after its system analysis, have the following conclusions:1. Vocational Education Groups authority and role is not to play as a whole.2.Group’s internal have a lack of fair and benefit only gain by lead institutions.3.School-enterprise cooperation has lack of depth and breadth of the relationship between schools and enterprises.4.Enterprise and industry involved in the development of vocational education group are not enthusiastic.5.The division of labor between Members of the Group’s internal is unclear.Chapter5:The roots of the problem of Vocational Education Group and the development strategy of vocational Education Group. Vocational Education Group root of the problem lies in the following three aspects:the defining of the concept is unreasonable, limitations grasp of contemporary corporate interests, the lack of government’s support. Based on the above analysis of the present situation and problems of the development of vocational education group, the author puts forward the corresponding recommendations:1. Play the whole role of Vocational Education Group. Identified Vocational Education Group corporate identity, improve the management system of vocational education group, integration of industry.2. more clearly define of each performs. A clearly defined government’s responsibility, the responsibility of the vocational schools and industry corporate responsibility.3.Vocational Education Group resource-sharing policies. Sharing of library resources, teacher sharing, advanced teaching standards and teaching model sharing, shared training base.4.Vocational Education Group members fair strategy. Have a correct grasp between the needs of enterprises, the needs of the demand in vocational schools and vocational colleges, and harmonization needs of all parties.
