Abstract


This paper has analyzed the importance of cost control in the phases of project investment decision-making, designing and practicing. It proposes that the investment decision-making phase and the design phase in the initial period of the project are the most important phases for the cost control of construction project. That can be seen in the entire process cost control which focuses on the initial period of the project. In terms of the erector, this paper elects some relevant issues of the cost control of construction project, together of correlation technique, subject knowledge of management and economics, uses value engineering and combines the use of qualitative analysis with quantitative analysis to study the influencing factors, principles, methods and ideas of the cost control and dope out the solution to the problem. The final results will be verified in the project cases and the paper will give some suggestions to advance the management of cost construction in the end.The main content of the paper:based on project management and cost management, the life-cycle of Deng Gray Relational model is used to optimally invest in programs and improve the quality of decision-making, investment estimation accuracy measures; using the value engineering principles, design methods, study the design stage of design optimization and improve the level of cost management measures; According to the《Construction Project pricing norms Quantities》(GB50500-2008) and《the standard construction tender documents》(2007 version) the implementation of the military construction project study cost management methods and measures, the tender price to control the application analysis of gray relational analysis method in the construction of a comprehensive evaluation of the tender application of law and measures in several ways; using the process control principles, contract management methods on the cost of the completion of phase control, review of billing methods and the quality of the project period to ensure the use of funds, improve the implementation phase of the project cost control, and then the whole process of the formation of the cost control of construction. This paper has some innovation for construction cost control of Chinese military project, and it has practical application value.
