Abstract


With the purpose to further promote the implementation of ElectronicGovernment(E-Government),to fully utilize the resource of Internet,channel andsecurity facilities,to expand the application items as well as to further enhance theapplication level of E-Government.A network of electronic transmission system ofdocument will be the best solution to realize the maximal function of E-Governmentnetwork, as well as to enhance the efficieney and service quality of nationaladministrative bodies.In E-Government, the most sophisticated and important part ofthe electronic document transmission system can be concluded as the transmissionconfidentiality. So security E-mail systems have become the research hotspot ofElectronic Commerce,Electronic Government Affair and information security.In this research, a new Double Authenetication Secure Email system, which usesmixed encryption arithmetic and Double Authentication, has been proposed. This paperdiscuss the current security requirements and encountered problems of E-mail, at thesame time, lists several ways to implement Security E-mail and show a secure modelthat the solution is based on. Moreover, the design and implementation ofencryption/decryption function have been expatiated. The DA-SEmail system whichuses the newest encryption standard and mixed encryption arithmetic and Double CA isto resolve the involved problems in the E-mail security, such as encryption, identityauthentication and trust of users.(1) The development of e-mail and Challenges Ahead has been analyzed, and thecurrent mainstream standard email security strengths and problems has been explained.(2) The concept of dual-CA center has been introduced, a public PKI, the user’sprivate CA and modern cryptographic techniques combine the three design andimplementation of DA-SEmail this secure e-mail system, to achieve a double-keyencrypted messages, enhanced user safety e-mail systems trust, promoting practical usesecure e-mail system.(3) The next-generation encryption standard (Advanced Encryption Standard(AES)) has been researched. Moveover, we proposed ideas to improve the algorithm.(4) AES algorithm and applied to DA-SEmail system has been improved toachieve the user’s private CA, designed the double encryption and authentication algorithms to achieve secure e-mail, to meet the different user groups on the degree ofsecure email encryption to the different needs.
