Heze stablished poor peasant households information management system according to the scientific, standardized, operational, and the principles of openness, fairness, impartiality. This system want to give full play to the system of rural residents and the effect of poverty alleviation and development policy, and it also can achieve the goal of increasing farmers’ income and poverty to become rich. It did a comprehensive survey for the poor households of the nine counties and did a tabulation. This data formed basic information database of heze’s poor. It realized the poor peasant households information management network and dynamic and provided a basis for the implementation of poverty reduction policy. This article described the design and implementation of the poor peasant households information management system. This system accounted for the the system requirement analysis, function design and function realization process with the help of UML tools. Firstly, it analyzed the situation of the information management of the poor peasant households, and put up a subject of establishment of Heze poverty farmers information management system. Then, it analyzed the requirements of system, and depart it for six parts, including:poor peasant households information management, data audit, statistics, data query, data import export and poverty alleviation management. It analyzed the system’s function of the six aspects of the use cases, and the required data acquisition system construction. For the further steps, it designed the realized methods of the poor peasant households information management, data audit, statistics, data query, data import export and poverty alleviation management, and other functions which is based on the framework of MVC pattern of Struts+Hibernate technology design system function structure. And it described by using the UML class diagram and sequence diagram. At the same time, it used relational database management system SQLServer2008system database design, and designed the storage system according to the requirements of data from the data table structure. Finally, it integrated system design of each module, and the overall realized the function of the system, using interface screen-shots to show, and tested the function of the system, in order to complete the implementation of the requirements of users.The system used the Java programming language which realized implement the county situation investigation register, village survey registration and poor peasant households survey, and other functions. It can achieve in the data entry system audit and the conditions of the custom audit and can help the poor peasant households data statistics report and the poor peasant households data query of all kinds of conditions. It is important that it can help poor peasant households out of poverty by poor peasant households data in the form of Excel spreadsheet import and export. All in all, it realized the Heze poor peasant households information dynamic management through the establishment of the poor peasant household information management system.
