The computer technique has been applied to the management science, which pushed the social management forward. Nowadays, MIS (Management Information System) is widely used in each corner of the administrative management and production management of the administrative organizations, the enterprises and the institutions. But due to the limitation and demand of the industrial specialty, the development of the management system has been lack of the generality and open patent. The research staffs are busy with the interfacial design, coding and adjustment, which cost many unnecessary time and energy. Meanwhile, the changes of the modern society information are quickened and the demanded information of the customers is more frequent, which make the system maintenance of the late period more tough and complex.This dissertation is to research the design method of the open MIS and to explain the development and design of the public housing management system in details. Through the applied data dictionary technique, the applied module of the database has been established. Utilized the window-level code reuse and the automatic generation of the controls, the system realizes the functions of the automatic setting module and the user-defined data sheet by the customers, which fulfill the open demands of the customers. Adopting the open design of MIS, the system has the great improvements on the code using efficiency, software life cycle, system secondary development capability etc, which solve the problems on the future project adjustment, late period utilization and software maintenance and offer a referent open MIS design method to the software research staffs.Taking SQL Server as the background database support and C++Builder as the software development platform and adopting C/S structures, the system realizes the adding, deleting, modifying and user defining of the data fields and the automatic generation of the data sheets. Meanwhile, the system achieves the functions on input, modification, deletion, printing of the user data records. Therefore, the system has some characteristics of simple operation, perfect interface, little redundancy, high open type and easy maintenance, which are proved by the test and achieve the good effects.
