Abstract


The purpose of urban and rural planning is to protect and utilize nature and resourcesrationally based on overall planning of urban and rural spatial layout. In recent years,rapid economic development in our country not only provides solid material foundation,but also gives more requests and challenges to urban and rural planning work.With development of computer technology, urban and rural planning department havebeen using file storage and information management technology to collect and save urbanand rural planning spatial data. But using file systems to save huge planning data still hassome disadvantages, for example, data cannot be shared, spatial data and contribute datacannot be truly integrated, and it is impossible to perform advanced analysis with existingdata. The above shortcomings will lead to low efficiency when urban and rural planningdepartment process massive amounts of data, as well as may affect them to make correctdecision promptly, which restricts development processes of urban and rural planningwork.Based on urban and rural planning information resources management and rapiddevelopment of spatial database technology in recent years, this paper introduces spatialdatabase technology to urban and rural planning information storage management field.This paper first analyzes characteristics of urban and rural planning data, and further putsforward methods of preprocessing planning data. For the design of database, this paperfirst classifies sub databases according to planning data types, and then designs the wholedatabase. For the design and development of system, starting with analysis of systemdemand and combining related theory and key techniques, this paper performs deepanalysis and comprehensive contrast to different theoretical models and implementationmethods, and finally adopts GeoDatabase to be the spatial data model, designs databasebased on ArcSDE and Oracle10g and develops system using ArcEngine. At last, this paper sets Fengfeng mining area urban and rural planning information resources database as anapplication example to realize centralized management of spatial data and contribute dataof urban and rural planning, as well as some functions of data import, export, search,browse, management and maintenance. Centralized management of huge spatial data notonly provides data support to each urban and rural planning department but also achieveshigh storage efficiency, convenient management and keeps the database easy to use.
