Abstract

"Controlling information is to control the fate of the enterprise, and losing information is to lose all." Due to less channels and high costs to access information, lack of a comprehensive understanding of the trade environment, weak capacity to open up market and so on, small and medium-sized foreign trade enterprises which are in the competitive edge need smooth flows of channels to access the high value-added information urgently. How to establish a sound early-warning mechanism to use competitive intelligence in response to the technical barriers has become the emphasis of China’s sustainable economic development and business activities.In2004, China formally implemented the "Foreign Trade Law of the People’s Republic of China", which states:" the department of the State Council in charge of foreign trade and other parts of the State Council should improve the early-warning mechanism of import and export of goods and technology, and international trade in services, to response to the Sudden and unusual circumstances in the foreign trade, safeguard national economic security." SMEs should strengthen the awareness of competitive intelligence, establish the Competitive Intelligence System which is in compliance with the characteristics of the firm or industry, adjust business strategy timely, and enhance the resilience and competitiveness to the international market; Information services should provide consulting service of competitive intelligence to foreign trade enterprises Timely and efficiently, guide enterprises to implement the action of competitive intelligence fully, expand the international market; all those above are important to the development of China’s foreign trade.Based on this background, this paper starts with the exploration of the developing status of competitive intelligence work in the enterprises from the point of view of the technical barriers, and then investigates the effects of competitive Intelligence in gathering and analysing the Information and other aspects of Technical barriers. The focus of this paper is how to use competitive intelligence to fight in the process to deal with technical barriers, and other tools and techniques of competitive intelligence. Therefore, this paper conducts the investigation and study on some foreign trade enterprises in China, summarizes information in all aspects of the content in the process of foreign trade, and on the base of carrying out the analysis, evaluation and comparison of the service mechanism of trade information of China, it try to propose information to promote the key role in the Technical Barriers, and how to provide personalized information service for the customer.This paper is divided into five parts. The first part is the introduction. It includes three parts:the background and significance of selected topic, content and innovation of the research, research status at home and abroad; The second part is about the analysis of the feasibility of competitive intelligence systems and technical barriers to trade integration; The third part carries on the summary and evaluation of the existing technical barriers to competitive intelligence service system; The fourth part mainly is to construct a center to control technical barriers in line with China’s national conditions; In the fifth part, we put forward some corresponding suggestions to the construction of the center. Through the center, we can get a comprehensive understanding and analysis of the international competitive environment, the trade policy changes and competition situation, so as to improve the competitiveness of Chinese enterprises in the international market.
