Abstract


As China’s energy province, the pressure on carbon emissions of energy consumption becomes more and more severe with the rapid economic development in Shaanxi. Under the new situation of developing low carbon economy In the global, Shaanxi is facing double pressure:one is developing economy rapidly, the other is reducing consumption of energy and CO2emissions. At present, Shaanxi province is facing a new topic about how to develop low-carbon economy from reality.Firstly, this paper introduce the background of Shaanxi province developing low-carbon economy from the two aspects of international and domestic,then the paper reviews the current research situation about low carbon economy from home and abroad.According to the current research, the paper induces the essence and theoretical basis about low-carbon economy. Secondly, the paper illustrates the urgency of developing low-carbon economy from coping with climate pressure, energy conservation and emission reduction, energy structure and industrial structure. Thirdly, this paper analyses qualitatively and quantitatively carbon emissions of Shaanxi from energy and industrial level. Then, it concludes that economic development, the high proportion of coal in energy consumption structure and industrial structure are the reasons for the increase in the carbon emissions in Shaanxi. Fourthly, this paper adopts LMDI to analyze Shaanxi’s carbon emissions from the aspects of energy consumption and industry in the chapter5.The results show that technical factors have a restraining effect on CO2emission. And structure effect and economic development have a pulling effect on CO2emission. Because the pulling effect is stronger than the restraining effect, this leads to Shaanxi’s carbon emissions increasing. Finally, the thesis established a development path from carbon source to carbon sequestration for Shaanxi low-carbon economy on the basis of previously research. Then, the following suggestions on the way of developing low-carbon economy in Shaanxi can be concluded:promoting low-carbon energy sources by innovation of the technology; promoting low-carbon production by the readjustment of industrial structure; promoting low-carbon life by the idea innovation; promoting low-carbon emissions by developing carbon sequestration project; ensuring low-carbon economy development by the system innovation.
