Abstract


New socialist countryside construction is in accordance with the development requirements of the new era, the guidelines under the socialist system,acomprehensive rural development, including all aspects of political, economic, social and cultural, and ultimately built a reliable political and economic development, the environment pleasant and harmonious the new socialist countryside civilization.Wuhan East Lake New Technology Development Zone, founded in1988, local colleges and universities everywhere, research institutions everywhere, the results of the annual study of more than1500items. East Lake New Technology Development Zone full play to its regional and industrial advantages, strong economic growth momentum.2012to complete the total income of more than4,000billion yuan, an increase of20%, fiscal revenue over150billion yuan, an increase of26%. While there has been a rapid development, but there are still some problems:First, there is no land resources for effective integration. Second, the rich natural resources are not fully utilized, city features not fully realize that this only affects the ecological environment construction in Wuhan City, but also seriously affecting people’s lives. Third, inadequate investment in infrastructure, public service system is imperfect. Therefore, the integration of land resource development as soon as possible, to provide infrastructure favorable external conditions for development, is an essential condition for New Technology Development Zone, Wuhan comprehensive and sustainable development.In this paper, the social and economic development of East Lake New Technology Development Zone as an entry point to the integration of development zones for the purpose of land resources, the knowledge of some of the project financial measure is introduced into the context of the feasibility study for the district land remediation projects were Research. This paper is divided into twelve parts, the first chapter of remarks; Chapter Ⅱ project overview of the project, the construction unit to understand the situation and mode of operation; Chapter III of the project location and construction conditions; Chapter IV resettlement program, according to the actual circumstances of the resettlement program, for replacement and settlement procedures; Chapter V engineering programs, develop relocation programs, but also to build community and develop construction land remediation programs; Chapter VI environmental impact analysis, environmental impact analysis through the construction period, proposed construction of an environmental impact control measures, environmental impact assessment drawn conclusions; Chapter VII of the investment estimate and financing, the total investment estimated by determining project funding needs and sources; Chapter VIII of the financial analysis, management accounting by introducing items knowledge of financial estimates to calculate the core financial evaluation, project financial evaluation conclusions drawn; Chapter Ⅸ uncertainty analysis and sensitivity analysis through breakeven analysis, the project wind sexuality; Chapter social assessment, through analysis of positive and negative social impacts, social evaluation conclusions drawn; Chapter XI risk analysis and avoidance, through internal and external risk analysis, risk mitigation countermeasures; Chapter XII conclusions and recommendations.
