In China, the landmark document for the urban and rural construction increase ordecrease linked should be "The State Council on Deepening the Reform of Strict LandManagement Decision" issued by the State Council in2004(Guo Fa [2004] No.28).The decision has made the bold attempt to relieve contradiction of population andland, and developed the coordination between urban and rural. The decision alsomeans that linked policy to the formal introduction. In recent years, land increase ordecrease linked policy has been a pilot work in several provinces and cities in wholecountry, and achieved positive effect. When we enjoy the positive benefits of land, weshould also be aware of the problems encountered in practice, such as backwardplanning, unscientific financial management, and low investment benefit. Whether tosolve these problems has become an important safeguard to effectively complete thelinked policy.In the text, it uses a combination of theory and practical way for the operationmode of analysis of the urban and rural construction sites, and it combined with thespecific case of land increase or decrease linked policy in Daheng, Nanping, FujianProvince. And the author also undertook a comprehensive study in the specificimplementation of land increase or decrease linked policy in Daheng, put forward theproblems existing in pilot work, and found effective solutions for problems.The full text is divided into five parts. The first part, it introduces researchbackground and research meaning, research target and content, and at the same time itintroduces research methods and ideas and technical route of research. The secondpart, on the base of the research literature review and related theories of home andabroad, it analyzes two classic link operation mode in different geographical condition,and states respectively the comprehensive implementation from its developmentpresent situation, existing problems, the types of patterns, the significance ofimplementing, etc. Using it to deepen the understanding of the urban and ruralconstruction land increase or decrease linked policy. The third part, it uses landincrease or decrease linked policy in Daheng, Yanping District, Nanping as an example, and introduces the general situation of the implementation of project andimplementation strategy, the principle of compensation and resettlement, theownership adjustment scheme and the benefit analysis of the project. This sectionobtains first-hand data through data collection and on-the-spot investigation. Thefourth part, based on the analysis of the above examples, it summarizes theimplementation of prominent problems encountered in the process of implementationin the urban and rural construction land increase or decrease linked policy, and putsforward effective solutions to solve these problems. The fifth part, it makes asummary for the research results, puts forward the problems existing in the research,and prospects the implementation of urban and rural construction increase or decreaselinked policy.In the text, in order to have a deeper understanding of the urban and ruralconstruction land increase or decrease linked policy, it has a research about it. Basedon the empirical studies of the urban and rural construction land increase or decreaselinked policy in Daheng, Nanping, the author hopes to provide a beneficial referencefor the implementation of the project in the urban and rural construction land increaseor decrease linked policy, it can provide advantageous empirical basis to carry out thepilot work in most parts of the country. The author also hopes to explore more orderlythe construction of the mechanism and operation mode of urban and rural land toadapt to the economic development of most areas in China.
