The transfer of rural labor employment problem is a key issue for long-term concern of our government. At present, China has more than150million migrant workers, the rural labor force has become an important part of the national labor force output. With the rapid economic development of the national overall quality of the continually increasing demands from migrant farmers to the overall quality is low and gradually exposed the problem is incompatible with the social development needs. At present, the employment of migrant workers to difficult problems caused by negative social impact, not only endangering the basic material security for migrant workers, but also for the sustained and stable development of economy, social stability also produce an extremely negative impact. The transfer of rural labor force overall quality of the issue has become a serious obstacle to sustainable economic development and harmonious society built.Shenyang is not only important industrial city in Liaoning Province, Campion, law library, Xinmin, Liaoning medium agriculture-based counties also have this large number of rural migrant workers. Shenyang City, the training of migrant workers is relatively attention, but the training effect is unsatisfactory, this paper by transfer Shenyang Rural labor training institutions and research come to the effect of Shenyang City, the transfer of rural labor training in statistics and analysis on the basis of fundamental reasons:to protect the lack of relevant laws; science in line with the status of rural labor transfer training input mechanism is not formed; not establish a good training market mechanisms. Enable businesses and participate in the training of migrant workers lack of enthusiasm for the long run, will make the training at a low level hovering.In this paper, a new public service perspective, combined with the goal of building a service-oriented government and the current situation and proposed solutions to this problem. This article is divided into three parts:The first section sets out the basic meaning of the new public service and the transfer of labor force skills training reference for strengthening the rural areas of Shenyang City.The second part of the account of the existing form and now the achievements of Shenyang City, the transfer of rural labor training, and analysis of the system from the existing government in the training and the existence of the cause of the problem. The third section presents the responses:a new public service perspective sinking of Shenyang City, the transfer of rural labor training in the public interest-oriented to improve the macroeconomic policy of the transfer of rural labor employment and training and legal systems; to provide effective public services for the target to increase investment and form a good protection mechanism to coordinate and integrate various types of training resources; starting from the point of view of services to citizens rather than customers.
