Abstract


As China’s agricultural comprehensive development continues to develop, the management of agricultural industrialization has become an integral part of the agricultural comprehensive development system. As the main support to the management of agricultural industrialization, the poverty-reducing effect of fiscal support is particularly important. This article firstly analyzes the general mechanism of the poverty-reducing effects of fiscal support. Secondly, combines with the historical process and the present situation of fiscal support on the management of agricultural industrialization in Anhui, uses the1997-2011related data of Anhui Province as the research sample, measures the level of poverty changes in Anhui Province by using FGT index. In the end, through building VAR model, analyzes the poverty-reducing effects of fiscal support dynamically in order to promote the management of agricultural industrialization in China.The results show that:(1) The fiscal support on the management of agricultural industrialization will contribute to optimize the agricultural structure, accelerate the capital accumulation, build the management organization of agricultural industrialization and improve the farmers’ productive skills. The four aspects jointly effect and promote the poverty-reducing;(2) The fund of fiscal support on the management of agricultural industrialization is helpful to poverty-reducing, but because the total is relatively small, the effect is not significant;(3)The support on the management of agricultural industrialization could not currently reduce poverty, it has a lag positive relationship on poverty-reducing.
