Abstract


The human resource has been placed to be the most important resource foran enterprise. The ris ing of knowledge econo my and economic globa lizationhave been asking for a higher standard for the human resource developme nt,planning and manage ment which accordingly put an effect that cannot be ignored.How to motivate and broaden the potential of huma n has become the most urgentissue to be resolved. The Fifth Aerospace Institution is coming to its owntransformatio n stage. Though the outdate way of thinking and mode of humanresource ma nage ment are gradua lly getting out of the track, we still are rather faraway from satisfaction of the require ments in the market. The inte nsecompetition in the market provokes the awareness of the F ifth AerospaceInstitution that human resources have become the fundame ntal and princ ipalfactor in order to prosper Chinese aerospace ind ustry. The reasonable structurecould supply the endless power of competitiveness. Based on the strategy of TFifth Aerospace Institution, the research on the planning of the huma n resourcemana geme nt should be serio us ly conducted.This paper conducts the related principle o f human resource ma nagementinto the analys is based on the current structure of human resource in F ifthAerospace Institution which highlights the urgency a nd importance of improvingits ma nage ment. The paper also emp hasizes the creation of the development forthe tale nt, constantly provoking their enthus iasm and improvement of regulationwhich would have the deep influence in the future. In order to increase theutilization rate of human resource, the paper comes up with the fra me of theplanning and suggestio n which would work for the develop ment and manage mentof the Fifth Aerospace Institutio n.Based on the current s ituation o f human resource ma nage ment in the FifthAerospace Institutio n, the critica l importance of strengthening the humanresource develop ment and ma nage ment are put forward, with its proble m in themana geme nt and needs in the future. The paper put its e mphas is on the planningof human resource management and come up with the idea that variousconfiguration mode should be used in widening the tale nt channe ls in the aspect of countermeasure in its management. It also perfects the measure ofmana geme nt construction, training syste m, eva luation system and salary syste m.In general, the paper put forward its constructive suggestion in the humanresource manage ment of the Fifth Aerospace Institution.
