Abstract


The21century is full of change. As the improvement of information technology,the Economic Globalization and the changeable market environment, every companyshould keep a good management to face the heavy competitive pressure. The key for acompany to get a competitive advantage is core competitiveness which is based oncore technical talents. So the company should enhance the management on coretechnical talents, should absorb, manage and keep the core technical talents and makesure whether there still have an appropriate proportion, a structural stability and agreat work passion among the core technical talents. Those are important measures forthe company to avoid the decreasing of competitiveness which may be resort by theloss of technical talents.This article ifrst clears the deifnition and the category of core technical talents.Then it reviews and combs some theory about core technical talents management.Based on the present situation on human resource management of CSR Electric Co.，ltd,it have an analysis on the technical talents, to make sure whether the present technicaltalents can satisfy the demands of the company. After that, it ifnds out the problems inthe present technical talents, that is lack of a perfect talents training system, anappropriate occupation channel and an effective incentive mechanism. According tothe need of talents in our company, we design a series of technical talents managementmethods for the company. A reasonable employ mechanism: such as internal promotionand external recruitment. An appropriate training mechanism: such as job rotation andstaff training. A humanized retaining scheme: such as material retains and spiritualretaining, and a management mechanism which is based on research project andperformance contract. Further more it makes an analysis and explains on the expectedresults， probably obstacles and security measures of the compan’ys talentsmanagement scheme.Reinforcing the management for the core technical talents is taken into account bythe company leaders recently. The achievements of this essay will improve thedilemma of core technical talents management eiffciently and will be helpful for thecompan’ys core technical talents management in future.
