Abstract


Since2007, China post reform comprehensively. According to the requirements of modern enterprise system, China post has realized the separation of enterprise, professional reform.To deepening the reform, speed up the development, the performance management as the core of the system, mechanism reform has been advancing. The postal enterprises especially the basic postal enterprises,performance management is still relatively weak.The performance mangement is difficult to keep up with the pace of the reform of professional..The concepts and implementation procedure of performance management has been analyzed in this paper.The performance management theory and simulation decentralization organization theory have been used to solve the problems of the postal performance management and professional reformantion. We has analysed some problems according to the actual situation of Putian City Post Office postal enterprises.Solving practical problems is the starting point in this paper..Put theory into practice is necessary.According to the implementation process of performance management,the paper design a county bureau performance management system,including five aspects:preparation, performance management objectives and planning, performance guidance and monitoring, performance assessment, performance feedback and performance management application.The paper integrated use key performance indicators, balanced scorecard and target management, performance management tools to design the performance index.The performance evaluation method and evaluation method, forced proportion method have been used to complete the design of performance evaluation.Performance evaluation results has been appicatd on performance pay, personnel management etc.in thepaper.After the performance management system of County Bureau implemented,possible problems are analyzed and predicted. The corresponding measures are proposed in the paper.By the design of County Post Office performance management system, we hope to provide reference for the postal enterprises under the background of the specialized reform, and to provide certain reference for the same type of other postal enterprises to carry out performance management.
