Abstract


Due to the economic globalization, the progress of communication technology, thesaturation of customers and the increasingly drastic competition of market, the mobileoperators have faced with great pressure such as, the slowing growth of income, theincreased operating cost, the descended net profit. In recent years, the major domesticoperators have taken the optimization of supply chain management to strategic location. Inorder to get a "low-cost, high-efficiency" operational service chain, to support operation ofenterprise, to create and enhance the value and to construct the core competitiveness ofoperating, hopefully by focusing on the procurement, the logistics cost and therelationship between suppliers and customers.The supply chain of mobile operator is different from traditional manufacturingsupply chain. The practice of supply chain in China starts a little bit late. It is presently inthe stage of theoretical summarization and initial exploring, which we have to wade acrossthe stream by feeling the way. Because of the late building of supply chain managementsystem and the professional organized operation, the target and model exist manyuncertainties. An urgent requirement of management mode and optimization strategy isthereby needed.As the "headstream" of whole supply chain and the "leading factor" controlled byupstream, the supplier management is one of most important parts in supply chain ofoperator. One side it can provide resource for production and operation of enterprise, onthe other side it can influence on profit and the status in industry chain of enterprise.Therefore, the enhancement of management ability for supplier can be treated as another"engine" of enterprise development. A scientific and effective supplier managementsystem is the key of increasing the level of supplier management for H mobile operator.At present, H mobile operator has not set up a sophisticated management system forsearching source, certification, evaluation and motivation of supplier. This paper hasfocused on the construction and optimization of supplier management system, getting a "low-cost, high-efficiency" operational service chain and construction of core competitiveability. Comprehensively using the theory of supplier management, started with thecurrent situation and problem, it is studying the experience of supply chain managementfrom benchmarking enterprise. Five strategies, which are based on the concept of strategicsupplier, on optimization of supplier management system of H mobile operator areproposed.These optimization strategies are proposed mainly for the exact situation of H mobileoperator. This paper has made a perfect solution for the construction of suppliermanagement system of H mobile operator. Hopefully the research of this paper canprovide practical significance for supply chain management of H mobile operator.
