Abstract


From the second half of the twentieth century so far, technological innovation and reform and opening to the world has changed dramatically. A major breakthrough in technological innovation and industrialization, the rapid rise, which greatly promoted the development of the world economy. In Nanchang, lift-tech industries, people invariably think of Nanchang National High-tech Zone-the province’s only state-level high-tech industrial development zone.In2012, Nanchang Hi-tech Park has reached more than2,300enterprises entering the zone, the park technology gross revenue reached130billion yuan, above-scale industrial added value reached22.5billion yuan, accounting for23.3%; the province’s most technology innovation and vitality of the " lead goose " is a high-tech development in Jiangxi "Silicon Valley." The growth of innovative enterprises not only need policy support from the government sector. The Government also support innovative enterprises developed a series of innovative policies.This technological innovation from home and abroad the latest achievements in theory and practice, the use of questionnaires, data reference and a combination of fieldwork, the study found, the innovation capability of enterprises, government support policies in the park personnel and financial support reflected the very obvious, but in the process of creating the somewhat general, and the results of the innovation is even more obvious.Therefore, the Government should increase the intensity of supportive government policies, especially in the production and research to create the ability to create. The support policy for enterprise innovation also have different effects: on the whole the most favorable tax incentives policy, the policy of the most unfavorable place to protect and so the system is discriminatory; different policies on different innovative enterprises enabling different levels of innovation, and the same policies on different industries have beneficial effects are different, the degree of which benefit the software industry is the largest, and biomedical and optoelectronic industries with favorable optical and electrical integration minimally Therefore, the Government should expand the most favorable policies and support policies to strengthen the different sectors of the favorable level of innovation in different sectors with different policy support.Through analysis of Nanchang High-tech Zone of innovative enterprises innovation capability of enterprises and government support policies favorable degree of innovation, summed up the government support policies in the park should be improved and insist on the direction, and then combined with foreign governments on the issue of practice reference, the recommendations are:First, to strengthen the science and technology project management reform policy support to enhance the effect;Second, targeted to develop in line with the characteristics of the regional industry support policies;Third, the widening gap between the degree of innovation incentives encourage and guide enterprises to improve innovation and creativity;Fourth, accelerate the construction of public platform for scientific and technological innovation, strengthen the business aspects of the production process of policy guidance and support;Fifth, the promotion of university science and technology park construction, and promote research cooperation and political transformation of scientific and technological achievements.
