Abstract


Tourism distribution center is an organization entity to give travel distribution, consulting,transfer services for tourists, especially for FIT (Foreign Independent Tourists), and it also hasfunction of tourism public service. With the rapid development of economy and the continuousimprovement of tourism market in our country, residents increased expenditure for tourism andthe way of travel also presented a trend of personalized and individual. For accommodating thiscondition, tourism distribution centers emerged in Shanghai, Beijing, Hangzhou and rose rapidlyin our country. Zibo city is rich in cultural tourism resources. It is one of the five major touristareas and the eight major tourist cities in Shandong province. With construction anddevelopment in recent years, the advantages of tourism resources in Zibo have beingstrengthened and the tourism market has also become mature. In addition to undertake a lot ofexclusive FIT from Yangtze River Delta and the Beijing-Tianjin Region by high-speed rail, thenumber of FIT increased rapidly. In order to adapt to the rapid development of tourism marketdemand and to improve the reception system of FIT, Zibo city set up a tourism distributioncenter in May2011. At present, the distribution center is in the initial stage. Successfulimplementation of tourism distribution center has important significance for promoting citytourism services and promoting sustainable development of the tourism industry in Zibo. Thisresearch is based on previous research achievements and experiences of typical examples tocarry out systematic analysis on system establishment and improvement of Zibo tourismdistribution center. It wants to provide suggestions for business development of Zibo tourismdistribution center and provide a reference sample for the development of tourism distributioncenters of middle and small tourist cities.Research methods adopted in this paper associates qualitative and quantitative, combiningtheory with practice. Firstly, this paper reviews comprehensively at home and abroad, andsystematically reviews the concept, the function, the factors affecting the development andoperation mode of tourism distribution center, and then describes related theories such as costtheory, system theory and the decoupling theory and so on. Secondly, this paper analyzes the advantage conditions of system establishment and improvement of Zibo tourism distributioncenter from the level of economic development, city characteristics and the urbanization level,and then summarizes the current situation and existing problems. Thirdly, it clears objectives andprinciples of system establishment and improvement, and it put forwards the network layoutmode, the decoupling service system which is based on collaborative platform, location strategyand operation strategy. At last, the measures to improve the system establishment andimprovement are described from input factors of production, enterprise strategies and so on.
