Abstract


With the development of economic globalization, transnational corporations pay more attention to capital operation and the ways and means which they use to avoid taxes are more hidden and complicated. Meanwhile, the international financial crisis has impelled governments of all countries to take action to strengthen the ability of controlling the international tax sources and scrambling for international tax sources. The competition which is enhanced by these factors has become more and more incentive. Under these circumstances, the matter how to heighten the ability of tax source management to fight for the corresponding share in the distribution process of the global profits has become an important issue which is increasingly concerned by our tax authorities. We try to dissect the tax avoidance motive of transnational corporations through analizing the status, features and trends of the international tax sources, and thinking about other countries’ experience, and using the’ value-chain analysis’ tool in global value chain integration analysis. We adopt the’ Cooperation Compliance plus Risk Management(CCRM)’ operation model to help large transnational corporations to guard against tax risks and guide them to comply. We explore effective ways and specific mesures to strengthen the control of international tax sources in iterms of enhance base management, increasing pecialization level, promoting informatization construction, deepening multinational cooperation etc. All those we do is in order to safeguard our tax sovereignty effectively.
