Abstract


Accelerate the pace of reform in treasury management system, constructing and perfecting modern conforms to our country national condition national treasury management system is to improve China’s treasury management efficiency, but also the inevitable request of the construction of modernization in china. Our country begins to undertake from2001up to now in the management system reform of national treasury, treasury management system construction has made the preliminary results, the single account system construction, collection procedures and payment procedures are effective early. However, China’s current fiscal management in modern treasury management system convenient, efficient operation still has quite big difference. Specific include:single account system are not sound enough, still exists the budget unit account from the monitoring information; information system construction is lagging behind; and inadequate laws and regulations etc.. In order to solve these problems, should make full use of the advanced international treasury management experience, taking Changzhou as an example, from the reality of our country’s treasury management present situation, strengthen the construction of laws and regulations, the construction of supervision mechanism, detail the budget department budget and to accelerate the modernization of the information system construction in China s modern treasury management system construction inevitable way.
