Abstract


The budget is the country’s fiscal revenue and expenditure plan reflects the scope anddirection of the government activities. The preparation and implementation of the state budget,for advancing the cause of modernization of the country, city, has an extremely importantsignificance for the achievement of economic development and social harmony. With thedepth of the advance of national fiscal policy and the accelerating expansion of the scale ofinvestment of public finances, the department budget predictability, seriousness, accuracy,efficiency in the use of funds raised higher requirements. This article from the budgeting ofgovernment departments to proceed, the comparative study of the practices and successfulexperiences of the United States, Britain, Singapore and other domestic and foreigngovernment budgeting in the department. In2012, Guangzhou city in the "budget repairworks","equipment" project expenditure budget review as an example，the analysis foundfinancial evaluation of investment of Guangzhou city in Guangzhou City department budgetproblems and related countermeasures, clear the function positioning of the financialevaluation investment in the city of Guangzhou in the department budget and the importantrole played by the department budgeting. We should establish a scientific, standardizedsystem, assessment of the financial investment and give full play to the professional andtechnical, legal, and regulations as the basis for review, to save the financial funds, improvingthe utilization efficiency of financial funds. And puts forward the establishment of Guangzhoucity project to strengthen the training and the establishment of supervision and punishmentmechanism of expenditure budget prices of equipment and materials library, has establishedthe Guangzhou characteristics of the project expenditure budget quota standard system,standard budget proposals.
