Abstract


With the establishment of service-oriented government--the goal of theAdministrative System Reform and the background of the pattern diversification ofsocial benefits where financial expenditure is the material base of public service, andthe public’s expectation is becoming more and more high in the local financialexpenditure and the demand for the public goods and service more and morepersonality. Local government spending of public service, non-profit, planning andother features plays an important role in regulating market economy, promoting thesustained and healthy development of the economy; it is of great significance torealize the equality of basic public services and increase the public’s happiness.“From the people, the benefit of the people” is the core concept of the publicfinances. The favor to the general public of the benefits of reform and development isthe fundamental purpose for local government of making fiscal spending decisions.Public satisfaction index is a quantitative evaluation for this purpose. This papertaking it as the entry point of the study, follows the times’ tendency. It researches localgovernment fiscal expenditure, introduces public satisfaction theory into the study ofthe performance evaluation of local government expenditure, builds a publicsatisfaction evaluation index system of public finance expenditures for localgovernment, uses fuzzy multi-attribute method based on expectations, indicating thefeasibility of the indicators constructed of local government public financeexpenditure of public satisfaction evaluation index system for evaluation throughempirical analysis.The main content and contributions of the paper are as follows:Firstly, with the background of the service-oriented government, the papersummarizes the research status of public expenditure and public satisfaction at homeand abroad, and puts forwards the theoretical and practical significance of this study.And it points out that the purpose of this study and the research methods, ideas andcontent of this article.Secondly, the paper describes fiscal spending in the context of service-orientedgovernment. It defines the essential connotation of the public finances of localgovernment expenditure from public’s perspective. And it builds a theoreticalframework for public finance expenditure of local government from four aspects--the concept of public finance expenditure in local government, characteristics, meaningand content.Thirdly, based on exploring the connotations of the public satisfaction, the paperanalyzes the formation mechanism of public finance expenditure and publicsatisfaction for local government. Combined with previous research results, it selectsthe relevant variables to establish the evaluation index system of public financeexpenditure of public satisfaction for local government.Finally, this paper takes three areas--Yuhua district in Changsha, Tianyuandistrict in Zhuzhou, and Yuhu district in Xiangtan for research object of empiricalresearch, analyzes the public satisfaction’s present situation of these three areas’public financial expenditure by compiling and issuing questionnaire as well ascollecting data, and uses the fuzzy multi-attribute based on expectation to deal withthe collected data, then analyze the result deeply and present correspondingcountermeasures.
