Abstract


People are the mainstay of the enterprise, the creator and merger of material resources and intelligence resources. Innovation of talents working mechanism is the reality needs to accelerate transformation of the mode of economic development and to realize the strategic goal of the reform. No outstanding talents is no good enterprise, core competitiveness of the enterprise come from the management innovation technology innovation system innovation level, and it all depends on have a excellent talents, depend on personnel mechanism.To speed up the construction of a reasonable appropriate scale structure good quality talent team, play the enthusiasm of all kinds talent initiative creativity, Play all kinds of talents’ enthusiasm, initiative and creative talents to a person of the job situation where talents, create a talent poets of gears work situation where talents. The state-owned assets supervision of SD Province adhere to the principle of the party tube talented person, establish a suitable province the requirements of the development of the enterprise scientific talent long-acting mechanism as the key work of talents.
