Abstract


The change of system is an adjustive process of being adaptable. Within thedynamic time dimension, human cognitive process forms the system trajectories. Basedon the shared mental model of North, and with a subjective cognitive perspective, thisdissertation has researched the changes of China’s unemployment insurance system,including its original emergence,development and improvement,following the circle of"reality→faith→system→the changed reality→the changed faith→systemchanges". From the presence of ownership, the identity, the boundaries between urbanand rural areas in the establish period of unemployment insurance system to the brakingthrough the ownership boundaries in the development period of unemployment insurancesystem to the braking the boundaries between urban and rural areas in the furtherdevelopment of unemployment insurance system,it is a gradual adjustment, grope andtrial and error process. From1986till2012,4legal documents have been enacted duringthe past24years, which proves the interaction between cognition and system change.System change is an adaptive process, and human cognitive process greatlyinfluenced the trajectories of this process within a dynamic time dimension. Based on theshared mental model of North and with a subjective cognitive perspective, thisdissertation has studied the change of China’s unemployment insurance system since thepast60years, including its original emergence, development and improvement. Withinan interactive process of "reality→faith→system→the changed reality→the changedfaith→the changed system changes", and a gradual adjustment, grope and trial and errorprocess, from denying unemployment to recognizing the unemployed, and from the dualemployment system to the formal marketization employment system, China successfullyset up its unemployment insurance system.System change is an adaptive process, and human cognitive process greatlyinfluenced the trajectories of this process within a dynamic time dimension. Within an interactive process of "reality→faith→system→the changed reality→the changedfaith→the changed system changes", and a gradual adjustment, grope and trial and errorprocess, from denying unemployment to recognizing the unemployed, and from the dualemployment system to the formal marketization employment system, China successfullyset up its unemployment insurance system.Articles are divided into six sections to describe the change of China’sunemployment insurance system:Introduction to the first part, devoted to research, research methodology, purposeand meaning of the theoretical basis of the unemployment insurance system, domesticand international literature review, lack of innovation and content.Second part is the knowledge, beliefs and theories of system change, firstintroduced the perception and belief, introduced then tells the cognitive theory ofinstitutional change, including Hayek, North, Masahiko Aoki, allana.Schmid and Bowersof cognitive theory, and finally describes the cognitive role of introducing systemchanges.The third part is the establishment of an unemployment insurance system, first onthe institutional background of the unemployment insurance system has been set out,followed by an analysis of unemployment insurance system of subject’s cognitive andsystem innovation of the institutional basis and underlying causes were addressed, in1986the establishment of an unemployment insurance system, namely, the State-ownedenterprises of the provisional regulations on unemployment insurance, finally tells thesystem the formation of nodules have been made.Part IV is the development period of unemployment insurance system.First anylysissystem background of the unemployment insurance system, and then analysed thesubjects ’ cognitive adjustment system then tells the system performance analysis,problem, system adjustments-in1993, the State of the unemployment insuranceregulations. Again then and tells has new of system background, described has maincognitive of development analysis, this including on transitional system arrangements ofcognitive analysis and unemployment insurance system development of cognitiveanalysis, then described has system of development period, including has transitional ofsystem arrangements of content and produced of causes analysis, unemployment insurance system of performance analysis and exists problem, system ofdevelopment-1999unemployment insurance regulations under.Part five is the improvement of the unemployment insurance system, analysis of thesystem background, then a cognitive analysis of the main perfect, and perfection of thesystem of period covers the combination of system, system capabilities into trends,described the performance of the system, there is a problem and, finally, the perfection ofthe system in2010to the Social Insurance Act.Part VI are the idea of the perfect the unemployment insurance system, continue toexpand the coverage of unemployment insurance unemployment insurance fund system,innovation, strengthen treatment of the unemployment insurance system and perfect theunemployment insurance regime described four aspects.Last section is the conclusion.
