Abstract


Endowment insurance is the integration of urban and rural areas, that is, change to thelong standing dual social security structure, system design in the urban residents and ruralresidents as a whole to plan as a whole, overall consideration, and finally establish coversboth urban and rural areas and the benefit of the endowment insurance system system. Atpresent, Shanghai has formed "the city","the urban" and "the rural insurance. On the onehand, the social security mechanism reform achieves significantly; On the other hand,urban and rural social security system is still mutual into system, the existing security levelbetween urban and rural areas as a whole, restricts the social security of urban and ruralintegration process.Setting Shanghai as the research object, through gathering relevant literatures andcollect statistical data, based on endowment insurance level and the endowment insurancedifferences on urban and rural, form the index system of endowment insurance on urbanand rural integration. At the same time, using AHP and GRA to measure and valueShanghai endowment insurance of urban and rural integration level. Through the Delphi,summarize the restriction of endowment insurance of the urban-rural integration factors,using VAR model and an actuarial theory, from the economic level and non-economicaspects of constraints on quantitative analysis, so as to find out the influence of variousfactors correlated variables. According to the analysis of the factors, and puts forward theintegration of urban and rural areas to realize endowment insurance "gradual uniformmodel", and the design of relevant path for feasibility analysis.Analysis of the Shanghai endowment insurance of urban and rural integrationdevelopment level is higher, is the trend of increased year by year, but the endowmentinsurance of urban and rural gap still exists. Through the expert scoring, find out therestriction of endowment insurance of urban and rural integration of six factors, according to the restriction factors of quantitative analysis, to realize the integration of urban andrural endowment insurance needs from financial subsidies, urban and rural income level,the rural financial development, pay cost level, capture expends fixed number of year, fundincome and so on breakthrough.Based on the above analysis, this paper puts forward system consummation, thesystem and the system, one of the "progressive unified model". From increasing capture toexpend class and improve the level of pay cost, this paper establishes the new agricultureinsurance and city in the dynamic capture to expend mechanism. At the same time,increase from personal account fund subsidies and improve the basic old-age pension onsubsidies, strengthen the finance to the new agriculture insurance and city in theinvestment. Play the collective economy and financial system, enterprise annuity andsupplementary pension strength, diversified financing. Standard basic endowmentinsurance handling management service, increases the propaganda dynamics.The innovation of the paper lies in, making reference to the relative literature hasestablished a pension insurance of urban and rural integration evaluation system, and usingquantitative method has been Shanghai endowment insurance of urban and ruralintegration level; Find out the restriction of Shanghai endowment insurance of urban andrural integration of factors and the influence of each factor variable, proposed "the gradualuniform model", and to design of three path separately carried on the feasibility analysis.
