Abstract


Information construction process in the civil air defense , air defense command system , information technology is the most important aspect in the construction of information command system , the first link is to build a digital plan management and evaluation system . The urban people's air defense plan is the ability to guide the fight against air raids ready with an important foundation for the implementation , but also to prepare the implementation of the fundamental basis of the fight against air raids , the quality level is directly related to the commanders determined ability to effectively implement related to subordinates determination in accordance with the established , coordinated action to win the victory . In order to improve the plan quality , guarantee made ??good disposal effects , it must be scientific, objective assessment . Part failure thesis has fuzzy comprehensive evaluation method , a new relative membership degree weighted average method . The algorithm is based on the characteristics and requirements of the civil air defense plan , select a hierarchical index system , combined with information entropy to determine the layers influencing factors weights and using the weighted average method based on the relative membership degree as the evaluation function to avoid fuzzy comprehensive evaluation evaluation of the failure phenomenon . Civil air defense electronic map command system based on fuzzy comprehensive evaluation in the civil air defense plan assessment subsystem , a more objective assessment of the civil air defense plans , and taking into account the practical application of the process of evaluation of the civil air defense plan factors may occur changes to the design table management module , the user may need to re- build the table or modify the table design , making the system more practical .
