Abstract


Local Government Bonds as a local government debt , it can be effective for local governments to raise funds , and to adjust the local economy . The first part of this article describes the definition and characteristics of local government bonds , as well as the issue of public finances theory support . The second part of the analysis of local bonds issued in reality because of China 's tax system reform , the process of urbanization and local debt issues and the need to have , taking into account the local economic development of our country , the growth of household savings , as well as the market environment to study the feasibility of issuing bonds with . In response to these circumstances , the third part of Analysis of the local bond system in the United States and Japan , both compared and summed up which China has a reference . According to China's national conditions , the fourth part of the last article discussed how to build the basic system of Local Bonds in China and risk prevention mechanisms , in order to design a reasonable and feasible , and risk monitoring function Bond System .
