Abstract


In this paper, the rail transportation industry as the research object , PPP ( public-private partnership ) financing model for research based on risk management as a starting point , the PPP financing model of urban rail transit industry risk . The expert investigation method , analytic hierarchy process and fuzzy comprehensive evaluation method . The article analyzed and summarized the theoretical research at home and abroad on the basis of the concept of the PPP model , classification , implementation of the conditions and so a brief introduction . This paper analyzes the economic characteristics and operational characteristics of the rail transportation industry , stressed the economic characteristics of the rail transportation industry as a quasi-public goods , were introduced at the same time on the characteristics of the industry as well as the problems faced in the development of the rail transport industry . At the same time, also cited the rail lines of several PPP mode , their business model as well as the effect of the analysis . On the basis of the above analysis , through PPP mode risk theory summarized the list of risk factors in the rail transportation industry project a range of PPP mode . And , depending on the degree of attention of the different parties involved , the construction side , for example, through questionnaire method to construct a risk index system of this paper carried out the research . And given weight by AHP analysis by fuzzy comprehensive evaluation of the degree of risk of the project . The end of the article , for the development of PPP projects in China , the favor of PPP projects carried out .
