Abstract


With the rapid development of the social economy , the rising losses caused by meteorological disasters . For meteorological disasters occur , we still do not fully be an effective means to prevent or eliminate , but appropriate precautions can reduce the losses caused by meteorological disasters . Zhengzhou meteorological disasters emergency management system , including meteorological disaster emergency plan in Zhengzhou City , emergency response procedures, weather warning services programs , but overall , the occurrence of meteorological disasters still persists , the lack of appropriate emergency measures will pose a threat to people's lives and property , such as transportation, communications , water supply , power supply , gas supply system of the city will not severely affected by the construction in progress, or facilities to the city to bring the accident , slowed the pace of urban development . To the scientific concept of development to enhance the emergency response system of meteorological disasters , and constantly improve the emergency response capabilities of meteorological disasters , emergency response to meet all kinds of disasters , strengthen disaster prevention and mitigation needs , the basic guarantee for building a socialist harmonious society , but also to ensure that the property of the State and people's lives and safety , and to implement the scientific concept of development , adhere to the people -oriented concrete manifestation and urgent demand .
