Abstract


The state-owned land on the housing levy and Compensation chaos most of the compensation is not in place . Compensation to be levied how to protect the rights and interests of their private rights will not have been violated because the levy pending further study . In this context , the subject of state-owned land on the housing levy compensation for the study , mainly divided into the following main parts : the first chapter is an introduction . Introduction section introduces the research background, the status quo and writing content . The second chapter of the problem . Mainly through some extreme cases , caused as a result of the housing levy compensation leads to the theme of this paper , that is, how to make housing more fair and reasonable compensation for expropriation ; Chapter of the basic theory of expropriation and compensation . This section of the basic theory of expropriation and compensation , introduces the basic concepts of expropriation and compensation , administrative levy theory , public interest theory ; Chapter housing levy compensation principle . This chapter focuses on the housing levy compensation need to follow a series of guidelines to expand the research , these principles include fairness, impartiality , openness principle , the principle of the market price , the price is an independent assessment of the principle of the parties involved in the principle , first principle of compensation after demolition . Chapter compensation subject, object , methods and procedures . This chapter focuses on the subject of compensation for expropriation law relationship , and that the government should be the compensation body , not some commercial body as compensation body . In the scope of compensation , should also further expand the compensation program should protect the right of participation of the parties .
