Abstract


Social Security is the inevitable product of economic and social development to a certain level , the normal operation of the objective needs of social production and the market economy . Establish a sound social security system of the multi-level relationship to the country 's sustained economic development and social stability . The social security system in rural areas is an important part of the entire social security system . Affected by the traditional dual economy , the construction of rural social security system is seriously lagging behind the constraints of the urban and rural development and urbanization process . With the deepening of China's economic development and rural reform , improve the social security system in rural areas is imminent. The goal of the rural social security system is to protect the basic livelihood of rural residents to maintain their basic right to live . In this paper, an integrated system analysis , literature , law and history of law , starting from the definition of the rural social security , based on a review of historical changes and the status quo of China's rural social security system , a profound analysis of the main problems of the rural social security , targeted put forward countermeasures , the ultimate realization of the social security system in urban and rural integration . In this paper, the scientific definition of rural minimum living standard , the focus on equity , improve the rural social relief system , the management system of the new type of rural cooperative medical care system and rural social endowment insurance system . Concerned about groups of landless peasants and migrant workers , and the establishment of a wide range of rural social security system . Adapt to the needs of the development of the market economy , and to raise social security funds through multiple channels , while increasing the propaganda of the rural social security , and fully mobilize the enthusiasm of farmers and special groups in . Strengthen mechanisms , starting from the legislative , financial , management institutions , raised the operability of the system construction or strategic advice .
