Abstract


The irrigation districts is the mostly base of production base in our country. As a result of project aging and out-of-repair, irrigation efficiency is low. In order to solve the problems exist in irrigation districts, since 1996, rehabilitation and water-saving improvement project which focus on water-saving has been put into practice in irrigation districts, and then the study of later-evaluation on irrigation districts appeared. The author through reading large numbers of information home and abroad, combines with the improvement practice of large-scale irrigation areas in Shannxi, by the technical route of linking theory with instances analysis, the main achieves are as following:(1) This article summarizes study actuality of general-evaluation index system home and abroad, dissertating the theoretical base and analysis the characteristics of later-evaluation in large-scale water-saving improvement project, putting forward the rule that the process of later-evaluation and founding the system of evaluation index should followed.(2) Combing with the practice of the nine large-scale water-saving improvement project, aimed at the goal and task of water-saving improvement project, putting forward the index system which include the process of item construction, item benefits, item management, system innovation and item sustainable, classified five sorts of first-grade indexes. Thereinto, item construction process index includes three second-grade indexes, item construction management and the completed status of item construction; item benefits include four second-grade indexes, social benefits、economic benefits、water and energy saving benefits, and five second-grade indexes, item management and system innovation. Classifying the 18 second-grade indexes into 64 third-grade indexes which include 20 performance indexs and 44 quantitative indexes.(3) Research AHP calculation of the index weight method and level of analysis used to determine index weight.(4) This paper enacts the four grades of the later-evaluation in large-scale irrigation water-saving improvement and the rang of each grade; studys the methods of index standardization which include qualitative index quantizing on the set-valued principium and method of quantity index dimensionless based on the efficacy coefficient method, and dealing with index standardization.(5) To explore the fuzzy comprehensive evaluation in large-scale pumping of water-saving irrigation area of evaluation of the project, and on the basis of this application of this method of pumping junction of Shaanxi Province Wei water-saving irrigation area of the project conducted a comprehensive evaluation, the evaluation results for the good, Wei Jiaokou pumping water-saving irrigation area of the project’s overall effect is good.
