Abstract


Quality education plays an important role in the development of economy, ethical and cultural progress, the motherland’s prosperity and long-term peace and stability. It will be of great historical significance to implement quality education correctly and fully.Music education is an important content of the quality education. It has unique function to enhance the students’ human quality and to command and improve the scientific knowledge. Through music quality education, it will bring the students’ potential into full play, perfect the knowledge structure of the students, and edify sentiment, improve accomplishment and shape the ideal personality in the process of music appreciation, understanding and performance, thus promoting the all-round development of the students. College students are the main force in the development of the economy and modernization of China in the new century whose comprehensive quality training and development such as the knowledge, ability, personality, and so on, has direct relation to the country’s future and hope. In 2002, the Ministry of education in China issued the Development Planning of the National School Arts Education which shows clearly the correct direction of the implementation and development of the college art education.This article first elaborates the important significance of music quality education in the ordinary colleges and universities and the actuality of music quality education within China and abroad. In order to know the basic situation of the music quality education in Hebei Province, I sent out questionnaires about the situation of the family music quality, personal music quality, school music quality and the acceptance of music quality education of the college students to 791 college students of some representative ordinary colleges and universities. Moreover, I designed some topics such as music lesson choosing problem, the teacher teaching problem, music society problem of the school to discuss with some students and teachers and solicit their advice and opinions on the music quality education of their school. According to the survey, the College Music quality education implementation measures and proposals are introduced in Hebei Province.
