Abstract


With chinese in-depth reform and opening-up and the more frequent foreign exchanging,the number of aliens in China is growing gradually year by year.The effeetive supervision administration and control of these aliens is facing with ugly challenges,which is in policing work.Recently , the work of foreign police affairs has been made the remarkable progress in Guangzhou, but There are some serious problems. Foreign police affairs working in community and large police system building in foreign affairs administration are currently. With directing by cooperative governance theory, foreign police affairs of police station is launched from community,which is a platform in large police system.The ways are Empirical Research and Normative Research and Archival Research and etc. in paper,by Guangzhou D Police Station sample, Foreign police affairs is analysis in the field which are real progress and the problems and reasons,and then put forward creative thinking and suggested countermeasures.The line of paper is that, improving the legal basis ,strengthening team management by human-oriented, make a point of socialization and informationization and normalizing and servicizing . Foreign police affairs of police station is launched from community, it is efforts to achieve the goal of management in place and discovery and satisfactory service and better control.
