Abstract

Since Ql 2011, about 20 provinces and cities appears power shortages, and power cuts in some areas seriously affects local people, made bad effects on social stability. The reasons of power shortages led extreme focus in society, except for the resources, the key "forced coal prices" pointed to "power system reform". Increasing power system and establishing power market becomes more important and emphasized by all communities. Power system reform includes:Administrative reform, Economic reform and Price reform. Administrative reform is to administrate the original power management into enterprises; Economic reform is to change the developing pattern of power industry planning economic and gradually establish market system; Price reform is to establish new and conforming for national conditions price system which adapts power administrative and economic system. Shandong government is one of the pilot provinces of national power system reform, and can be analyzed and studied as a microcosm. This article is using literature method, comparative study, and empirical research method and research method interview to research Shandong government power system reform and make excellent summary of theoretical results from home and abroad. Through analyzing the situation of Shandong power system reform, sum up experiences, identify shortcomings, and the next steps to continue to push forward policy proposals for power system.Firstly, in this paper, through a detailed analysis of power system in Shandong Province History, grasp the process of reform; through detailed data, charts, analyze the change of power industry before and after reform, Shandong power system has been showing tremendous changes in the power industry, and summarize these results to extract the experience:1. Government emphasizes and leads in a great way so that Shandong reform got many achievements from the beginning; 2. Power supply and demand environment is relatively relaxed, network structure is more reasonable, this created a good prerequisite for the reform; 3. Earlier to accumulate experience in the electricity market simulation run, separating government and enterprises, factory and net situation is conducive to speed up the generation side of the formation and improvement of competition, thus contributes to the electricity market in full swing way.Secondly, this paper specifically analyzes the process of discovery in advance of Shandong power system problems:1. the legal system is seriously lagging behind and the practice of reform, mainly in the legal system, is not perfect; 2. the post-reform is hard to promote and interests between reform objects are complicated, so that reform practice is resisted; 3. power regulatory department is obviously weakened and many department fixed together in order to make a big trouble for the power enterprises and resists the process of reform; 4. the power price system does not fit for the demand of industry development, coal and electricity have serious contradiction, and coal and electricity related can not solve the basic contradiction, thus electricity price reform needs to be pushed hard; 5. power market system is not perfect enough and established slowly, Input, Assembly and Sell still have monopoly and some appears more strengthened.Lastly, this paper proposes suggestions for deepening power system reform: 1. increase the forecast and analysis of power industry to fully grasp power supply and demand; 2. amend and improve relevant laws and regulations for power industry, making a sound legal system a legal basis for the practice of reform as soon as possible; 3. make local conditions, then advancement of electricity reform step by step; 4. give full play to the role of regulatory power, and to further clarify the administrative, regulatory division of labor, thus to avoid the phenomenon of absence of power; 5. accelerate price reform and to resolve the current looming "shortage" contradiction; 6. establish and improve power market economic system to enter a substantive stage of electricity reform.
