Abstract

Science and technology innovation ability of Shen Yang city has been published on the basis of the national development strategy of establishing innovation-oriented society. Developing the science and technology innovation ability of Shenyang is imperative under the situation due to the particular and important role of Shenyang at LiaoNing province. Since the goal of "Establishing Innovation-oriented State until 2020" has been set on the science and technology innovation meeting which held on Jan.9th 2006, the science and technology innovation ability of cities has attracted extensive attention of the experts and scholars, and new research results have been published continuously. As Shenyang is the provincial capital city of LiaoNing, it should pay more attention to improve its Science and technology innovation ability.The dissertation is based on the relevant domestic and foreign research. Selecting the science and technology innovation ability as the research object, analyzing the specific science and technology innovation ability of Shenyang as well as exploring the strengths and characteristics of science and technology innovation ability of Shenyang, and providing the constructive advice for enhancing science and technology innovation ability of Shenyang in order to promoting the improvement on new science and technology innovation theory of cities.First of all, relevant backgrounds of the study have been introduced in the dissertation, relevant theories of science and technology innovation ability have been reviewed, and the actual status of science and technology innovation ability in Shenyang has been summarized. The specific strength and weakness of science and technology innovation ability in Shenyang has been raised in this article as well as relevant discussion, which based on expanding and sorting out the research results, and analyzing the data of science and technology innovation ability of sub-provincial cities.In the phase of analyzing science and technology innovation ability of Shenyang, specific strength and characteristic analysis method has been applied to make analysis of the science and technology innovation ability data of cities in China, which drawing the conclusion of the actual situation according to various indicator, including specific strengths and characteristics, as well as weakness, introducing and analyzing the science and technology innovation ability of Shenyang in detail. Therefore, the specific strengths and characteristics, and weakness has been raised, the actual status of specific strength of science and technology innovation ability has been concluded. Finally, the countermeasure and advice has been put forward.Four indicators of second class have been used to exploring science and technology innovation ability of Shenyang in this dissertation, which are science and technology innovation potentiality, input of scientific and technological activities, output of scientific and technological activities, and socioeconomic development promoted by science and technology. Science and technology innovation potentiality is the potential driving force to socioeconomic development promoted by science and technology, as well as enhancing regional economic power. According to this indicator of first class, science and technology human resource, material conditions of scientific research, and scientific consciousness, etc, have been set as second class indicator; the input of scientific and technological activities is the reflection of the innovation resource invested into or owned by evaluated objects, which is the premise and basis of realizing science and technology innovation, as well as the reflection of the tendency of innovation policy or development strategy of science and technology innovation of a city during the certain period in a way, according to this indicator of first class, the human input of scientific and technological activities, and finance input of scientific and technological activities have been set as two indicators of second class; Output of scientific and technological means the transformation level of the science and technology, that is the output ability of the scientific and technological achievements, which reflects the achievements brought out by innovation input of evaluated object, according to this indicator of first class, the output level of scientific and technological activities, level of high-tech industries have been set as two indicators of second class; Socioeconomic development promoted by science and technology means the scientific and technological achievements transformed into efficiency or effectiveness of the productive forces, which including economic contribution and environment benefits, according to this indicator of the first class, the shifts of economic growth mode, environment improvement, and informationization of social life have been set as three indicators of the second class.Finally, with reference to the research conclusion, and integrating the actual existing problems of Shenyang, the constructive countermeasures and advices which contributing to improving the science and technology innovation ability, and the prospect of the future study have been put forward in the dissertation.
