Abstract


From the content point of view the realization of rights , the right to education is a specific social and historical context of the interests of the people affected by education advocates . Under different conditions , the interest bearing claim education vary. These different interests corresponding obligations such rights advocates have different requirements . Civic education in the country to achieve a positive obligation to assume the idea is in the \From moral philosophy and legal doctrinal approach of the legal , ethical obligation to make two forms of legitimacy of the positive sub-sector , we can draw many types of positive obligations legitimacy . The right to education of citizens on the current implementation, whether it is from moral philosophy or legal dogmatics approach point of view, countries should assume civic education to achieve a positive legal obligation . Positive obligations of States to promote civic education as a means of achieving its content is provided by the conditions required to achieve the right to education and to help decide. In modern education implementation, the state should provide the conditions classifiable to expand educational opportunities , to ensure the quality of education , to ensure that education and the pursuit of equality targeted four areas ; countries providing relief assistance to basic education include expenditures and educated can be used to increase education funding in two ways. Whether international law or the law of education content on positive obligations of States law norms are yet to be further improved.
