Abstract


The Government portal is as enterprise and the general public access to government information and services, an important channel is the core of e-government construction. Performance evaluation is a government portal web site development inevitable trend. Currently the primary means of performance evaluation is based on site evaluation index system for scoring, their accuracy, objectivity, impartiality, there are certain problems. In this paper, based on SMME-E of the evaluation index system and mathematical model to solve this problem in an effective way.The paper described the government SMME-E-based portal system, the basic concepts of assessment, architecture and scoring rules. According to the characteristics of the architecture is designed based on the SMME-E of the mathematical model. Introduced based on the SMME-E site evaluation system programs, research-based SMME-E site evaluation system is effective SMME-E-based mathematical model of the design.For the SMME-E based on the government portal website evaluation architecture, design evaluation system of government portals, and data based on the index system of information collection, the use of government portals evaluation system to realize prefecture-level cities portal evaluation.In this paper, conducted the following research work:1. A more detailed analysis of the typical foreign government website evaluation methods, and introduce a more well-known abroad, the organization of assessing the site’s standards, after the evaluation criteria of typical sample range of options for data analysis methodology to assess the characteristics of the evaluation criteria the strengths and weaknesses analysis. From the government website evaluation criteria in terms of commonality and personality is typical of a comparative analysis of evaluation methods.2. According to China’s government portal lack of evaluation criteria proposed for the future development of China’s government portal site evaluation criteria recommended in the proposal based on the SMME-E based on the government portal site evaluation index system and the corresponding mathematical model.3. With SMME-E model designed and implemented a ground-oriented city, county, township three levels of government agency Web sites evaluation system so as to China’s government portal site to further improve the assessment work to provide reference.
