Abstract


China is a large agricultural country, is also one of the most serious national agricultural disasters, the agricultural catastrophe caused a serious impact on China's agricultural production and even the national economy as a whole. The agricultural the Catastrophe problem is our country must be a major concern in the process of building a socialist harmonious society. However, in the face of agriculture catastrophe risk, the dispersion of our existing channels is very single, is mainly borne by the government, but subject to the restrictions of the GDP, objective factors, financial famine relief only to maintain a lower level. The same time, due to the characteristics of the agricultural catastrophe risk, the insurance industry has taken on agricultural catastrophe risk restrictive underwriting policy, the role of insurance in the face of catastrophe risk has yet to play out. This determines the China due to catastrophic economic losses caused by low levels of compensation, more than 95% of the catastrophic loss is borne by the victims and the state, which has caused great difficulties to the production life of the affected people and reconstruction. Therefore, an urgent need to address the important issue to build and improve our catastrophe risk diversification mechanism. First, read the extensive literature on the basis of papers starting from the theoretical foundation of agricultural catastrophe risk management, agricultural catastrophe risk attribute analysis, agricultural catastrophe risk combined effect analysis, the characteristics of the agricultural catastrophe risk management analysis. Combined with the theory of the relationship between supply and demand in economics, pointed out that the agricultural catastrophe risk characteristics lead manage externalities, information asymmetry and the traditional sense of the uninsurable, which affect the management mechanism of objective factors, and effective agricultural catastrophe risk management required to achieve the incentive goals, fairness and efficiency targets, which is to determine the subjective value of agricultural catastrophic risk management mechanism standards. Secondly, the paper describes the current situation and problems of China's agricultural catastrophe risk management, analysis of the experience of the of foreign catastrophe risk management mechanism, and pointed out its significance in China. Proposed: the basis of the above analysis, the final part of the thesis learn foreign advanced mode, based on the actual situation in China, to build China's agricultural catastrophe risk management operation mechanism, such as: compensation mechanism, the mechanism of technological innovation, the dispersion mechanisms, early warning mechanism . And made specific suggestions in the run and improve the management mechanism, China's agricultural catastrophe risk management. 1, to strengthen the status of agricultural insurance in the core of the modern agricultural risk management; agricultural insurance as macroeconomic policy, is an important part of the agricultural policy. 2, the government should give full play to the role of this macro-economic and administrative, economic development planning and budget should be set aside and the disbursement of the steady growth of the financial investment in the agricultural natural disasters, strengthen disaster management plans and predictability. 3, strengthen research on agricultural catastrophe risk, promote technological innovation of agricultural catastrophe insurance; through risk avoidance, risk confrontation, risk neglect the means of establishing agriculture catastrophe risk diversification mechanism; agricultural insurance business entities operating behavioral constraints and financial constraints of the agricultural insurance business entities to establish a agriculture catastrophe risk constraint mechanism to facilitate the development of the agricultural insurance market mechanism to improve the operating efficiency of the agricultural insurance. 6, through to build agricultural catastrophe risk reinsurance system, the development of agricultural catastrophe risk securitization products and the establishment of means of agricultural catastrophe risk fund to establish agricultural catastrophe loss compensation mechanism
