Abstract


The development is the mankind’s eternal topic. Carry through to" people foremost ", carry out person and nature harmonious, and convert economy a development mode, are the social development of mankind’s objective request. Financial policy is a government intervention economy to operate, guiding the important tool of economic development, and playing an important role in regulating and guiding during the period of transforming our country’s economic development model. According to this, this paper with promote the industrial ecology turn the financial policy of development for choose, with developed Labor Theory of Value as theoretical foundation, proofs that the traditional industry model will be replaced by Eco-industrial. Combining the demand that our country has to convert the industry development mode, this paper studies the promote function of financial policy to the industrial ecology. Meanwhile, the paper also inquires into the continuously perfect path of the financial policy, aiming at our country current existent problem of the financial policy, improves the financial policy and puts forward useful proposal in order to promote the industrial ecology development.The thesis introduces a textual research background first, purpose and significance, carries on an overview to the domestic and international research on present condition, analyzes the shortage of the researched results, and puts forward a textual research point and basic way of thinking.The second part is the theoretical analysis for the industrial ecology. Through the contrast of other three similar concepts, the status of industrial ecology has been clear. Meanwhile, this part has elaborated the theory basis for the development of industrial ecology, and put forward new natural value theory which is based on Labor Theory of Value of Marx, and the new theory is the foundation for the follow-up research.The third part commences from analyzing the characteristics of financial policy, elaborates on the promote function of financial policy to the industrial ecology, and demonstrates that implementing financial policy is necessary during the whole process of developing industrial ecology.In the fourth part of the paper, introduces the advanced financial policy experience from resources and energy’s conservation, resources and energy’s supply and ecological environment’s improvement three aspects which are about America, Japan and EU. This part is in order to make the government discover the disparity, and consummate financial policy to promote industrial ecology more effectively.The fifth part summarizes the problem of our country’s current financial policy during the implementation process and analyzes the cause of those problem. Detect that the current financial policy can’t promote industrial ecology development effectively. It not only stem from the unreasonable factors during making policy, the financial policy’s object also influence the result of policy’s implementation. Both of them have affected the financial policy implementation effect in the process of industrial ecology development.Finally, combining the present industrial development condition, financial policy implementation condition and the inspiration from advanced experience, the last part puts forward some feasible suggestion from purchase disbursement, transferability disbursement, tax revenue and bond, in order to adjust and consummate financial policy and achieve the goal of promoting industrial ecology development.
