Abstract


Since the reform and opening up , Hubei taxi passenger leaps and bounds. As of 2008 , it accounted for 20% of the urban public transportation has become an important part of road passenger transport and urban public transport , to meet the needs of different levels of passenger car to facilitate the masses , to improve the image of the city and traffic conditions played an important role . In recent years, the taxi industry in the process of development there has been some discordant voices , as compensation for the use of the right to operate and the cost is too high, the burden is too heavy , auction procedures are not standard petition transport strike the increasingly frequent attacks triggered taxi groups , has become a hot issue of public concern , has aroused a high degree of attention . Taxi franchise -depth study , regulate business conduct of operations , straighten out the relationship between the government and enterprises to fundamentally solve the deep-seated contradictions of taxi passenger transport industry , promote the industry of taxi passenger sustained , orderly and healthy development of , has a very important theoretical and practical significance . This paper analyzes the situation, Hubei Province Taxi franchise including Hubei taxi passenger transport industry development situation and problem analysis and management rights of compensation for the use of the Status and Problems . Then analyzes the administrative examination and approval , auction , pricing, bidding, quality of service bidding and management the right to compensation for the combination of these four taxi operators the right to put the advantages and disadvantages , and put forward the right to operate in Hubei Province put . On this basis, the placing on the number of factors affect the right to operate a taxi , Case of Wuhan City, Hubei Province Taxi franchise put the number of mathematical models for the use of the model . Next compensation for the use of Hubei Province Taxi franchise mode following aspects : compensation for the use of the basic principles , the date and level of compensation for the use , management and use of fees for using taxi operation rights configuration management , program development and reporting procedures , approval procedures and norms and safeguards . Finally, the strengthening of the right to operate compensation for the use of countermeasures and suggestions .
