Abstract


Employment and reemployment work , not only the relationship between reform , development and stability of the overall situation , the relationship between the people's living standards improve , more direct impact on the prestige of the party and the government of the masses of the people . Employment and reemployment work is not only a major economic issue , but also a major political issue , it is a long-term strategic task . Benxi used to be more serious areas of the laid-off workers in Liaoning Province . After nearly 10 years of unremitting efforts , the work of re-employment has made gratifying achievements. Analyzed the Benxi re-employment work , the use of survey research , qualitative analysis , comparative analysis method causes of unemployment , Benxi , Benxi re-employment difficulties encountered . On this basis , the proposed specific measures to improve the of Benxi re-employment work , including the perfect policy system , enhance the capacity building of the employment service agencies , to carry out multi- form of vocational guidance and assistance to increase the employment of disadvantaged groups . These countermeasures is a fundamental starting point is : the socialist market economic system , laid-off workers personal , can not by their own efforts to solve some of the difficulties encountered in the employment and re-employment , only give full play to the role of government in promoting employment , establish a sound social responsibility to help laid-off workers to solve the re-employment problem .
