In recent years, a variety of sudden public events caused enormous losses to people’s life, property and socio-economic while putting forward higher requirements to the study of emergency logistics system. Relying on the project“Emergency Logistics Scheduling Model and Algorithm Research based on Axis-spoke Network”from Liaoning Province Natural Science Foundation, taking major sudden public events such as large-scale natural disasters as research background, this paper delves into building a complete emergency logistics system with important theoretical significance and application value. The research work is mainly carried out in the following aspects:1. On the basis of the current research at home and aboard of building emergency logistics system, this paper summed up the lack of emergency logistics system construction in china, pointing out the key point of building comprehensive emergency logistics system and providing basic information of modeling in emergency logistics system.2. This paper starts from the study of location problem for emergency logistics center. Based on the existing site selection method, combined with the delay problem in the emergency process, considering the various factors that can affect the response of the sudden event, the paper established multi-objective location model based on AHP (Analytic Hierarchy Process) for emergency logistics center. According to the reserves of the selected emergency logistics center, the model improves the relationships between supply and demand of emergency materials. Drawing on the basis of the view on virtual supply chain, it classifies the standard of supply and demand levels.3. Taking into account the fact that some major public safety incident will increase the security risks of emergency path, with the introduction of fuzzy pattern recognition theory, based on the past factors which can determine the extent of damage of the sudden public events, the paper presents the improvement of the use of the existing national road performance standard and proposes the security pattern recognition model of emergency transportation path. Further, for the optimal path optimization with possible interruption risks, it establishes an emergency path optimization model which taking the results of determination as a constraint.4. The model is validated and analyzed in the form of the example simulation. The results confirm the feasibility and effectiveness of the model.
