Cambodia is one of the world’s least developed countries, accounting for 36% of the poverty-stricken population, agriculture, as Cambodia’s largest national economy because of the pillar industries of the natural environment as a result of the poor, poor resources, inadequate agricultural management system and the Government of Cambodia does not improve the functions of agricultural management problems in financial difficulties, a serious impediment to economic development.In this paper, first of all government functions, such as government agricultural management functions on the basis of theory, followed by a simple introduction to the United States, Canada, Japan and other countries in the agricultural management of the situation of the functions of play. Agricultural development in Cambodia, such as in the existing poor infrastructure, low quality of farmers, agricultural development lagging behind, with the large market fluctuations and other issues, the summary of the Government of Cambodia in the agricultural management functions in a number of problems, such as the function of lack of, offside, dislocation, such as incorrect positioning, cross-functional overlap, lack of agricultural support measures and other management functions.To solve these problems, this article or in combination with other more developed countries developed agricultural management experience in government, the Cambodian government put forward a sound agricultural management functions of the main measures, namely, from the following aspects:the Government of Cambodia to improve the agricultural management system, changes in agricultural management functions direction, to strengthen macro-management functions, support functions, protection functions, changes in agricultural management officials of the agricultural management functions such as thinking and understanding to play.
