As proposing of the four goal of help and placement of people out of jail, their employment increasingly take the market as the guidance. However, because of the characteristics of market mechanism and special social status of people out of jail, the market can not solve the problem well. With the government’s promote, more and more social organizations involve in the job placement of people out of gail. This study aimed to find out the funtion of these social organizations, and reveal the mode they play the function. The paper used qualitative research methods, took the HZ organization as a case, to analyse the function of the participation in different level, which based on the state of necessity and possibility of the participatin, and then summarized its experience mode, and discussed the significance as well as the prospect of the experience. The study shows that, social organizations can play function in different levels in job placement of people out of jail, but it needs to have certain structure, and also will be affected by many factors. Under the current economic system and social structure framework, solving the job placement of people out of jail need to stick to the government’s leading role, as well as create favourable conditions for the partion of social organizations.
