Abstract


The powers of the government , the administrative license occupies a pivotal position , the Administrative Licensing System is reasonable or not directly related to the improvement of the socialist political and economic system . From an international point of view, many countries in the world have begun to carry out administrative licensing reform , rationalize it can be said that the rationalization of administrative licensing system has become a trend and fashion . At present, China has many problems of administrative licensing system , such as the administrative licensing is still a large arbitrariness , the scope of administrative licensing gray areas still exist , administrative licensing procedures are still quite reasonable, arbitrary charges by the phenomenon of administrative licensing , administrative licensing regulatory and relief system is still not perfect. Therefore, in the current international and domestic situation, China's administrative licensing system is necessary times, rationalization reform and improvement. This paper attempts to apply the basic principles of administrative law and administration , political science and other disciplines of knowledge , to adopt a more empirical , drawing on research methods , both theoretical and practical levels , rationalization of administrative licensing system for more comprehensive research, and to further implement the rationalization of administrative licensing system puts forward some countermeasures and suggestions. The first chapter is the administrative licensing system overview. Defines the administrative licensing and administrative licensing system concept and content , as discussed later in the foundation . At the same time , also discussed the purpose of the system of administrative licensing , significance and role , and points out the importance of administrative licensing institutionalized . The second chapter is the need for rationalization of administrative licensing system . He pointed out that the rationalization of administrative licensing system is demonstrated not only the rationalization of administrative licensing system is to adapt to the world trend of rationalization of administrative licensing system needs , it is our system of administrative licensing own development needs , but also China's accession to the WTO and the reality of transformation of government functions needs.
