Abstract


In modern democratic political conditions, the effective realization of responsible government is the only way for the public service . Public power authority from the citizens , the pursuit of public services , the need to support the full responsibility system , the need to constrain modern democracy . Implementation of administrative accountability is the key to building a responsible government that will fundamentally transform the civil service to promote administrative organs and their way of governance , management practices and work style , and thus effectively improve the political environment , and promote social harmony. Construction and improvement of administrative accountability responsibility system, the actual effect is to implement the administrative accountability and effective way. In this paper, the concepts and theories of administrative accountability , based on the elements of administrative accountability is mainly the responsibility system for analysis of administrative accountability , through the administration accountable forms and the relationship between analysis and comb , pointing out that administrative accountability responsibilities system problems , through responses to questions put forward construction and improve the administrative system of accountability for the effective path . This subject is divided into four chapters. Chapter I start from the concept of administrative accountability , and its elements , related concepts , theoretical basis for analysis , in theory, the administrative accountability to conduct a more systematic combing , making the administrative accountability of subject, object, scope, procedures , the responsibility system and relief clearer ; from social Contract - citizens intergovernmental agency relationship , the people's sovereignty say - a necessary requirement of representative democracy , responsible government theory three angles of the theoretical basis of the administrative accountability . The second chapter describes the responsibilities of administrative accountability system, which mainly include political responsibility and administrative responsibility , legal responsibility , moral responsibility and other forms of liability ; responsibility by analyzing the link between the form of the difference ; proposes to clarify the relationship between the form of liability ideas and methods . The third chapter points out the responsibility system of administrative accountability problems : the traditional model of government led to serious lack of responsibility ; administrative accountability legal system is not perfect , there is confusion liability resulting phenomena ; resign regime alienated . Chapter IV for the existence of the problem, learn from foreign countries with successful experience in practice areas , proposed construction and improvement of the system of administrative accountability to the path and suggestions : Building Responsible Government , clear government responsibility ; perfect the legal system of administrative accountability , strengthen government liability ; resignation standardization system .
